Administrative reorganisation of Bhalessa

Nestling amongst high mountainous and cliffy terrain, off shooting high where skies are the limits, it is most prominent townships like Bhalessa, Kahara, Basnota, Chilly and Pingal in Doda District. These scattered areas located at a distance of 241 Kmts from the Jammu winter capital and 282 kilometers from the Srinagar. These areas are in close proximity with each other including Bhalessa, Chilly Pingal, Nanhota, Basnota, the area is a single geographical unit and enjoy a distinct culture.
Bhalessa is controlled by a Sub-Divisional Magistrate Gandoh and other officers. Bhalessa and Bhaderwah comprise one assembly segment of Jammu and Kashmir, the fact that Bhalessa-Bonjwah was a separate Assembly constituency and was attached with Bhaderwah for pettey political scores by tarnishing the cultural homogeneity of Bhalessa and its associated areas. The Tehsil was firstly established at Gandoh in 1981. The tehsils under th sub division include Tehsil Kahara, ,and Chilly Pingal and Tehsil Gandoh, separate niabats were established for Bhatyas, Jakyas, Chilly, Kahara and Changa as per the Cabinet decision No 128/11/2014, Dated 16/07/2014. Bhalessa ranked 3rd in Doda District in terms of Population. It ranked 60th in the state. As per the Census record of Government of India, the total population of the area is 83636 as per census records; there are 66 Revenue Villages, 52 Panchayats in Bhalessa. The distance from District Headquarter Doda to Gandoh is 66 kilometers whereas the distance from Gnadoh Bhalessa to Bhaderwah is 96 kilometers. Distance from farthest villages Like Khaljugasar, Manoo from Bhaderwah is 115 kms. Chilly Pingal to Doda is 68 kilometers, Bhaderwah is 98 Kilometers. Tehsil HQ Gandoh to Doda is 66 Kilometers. Sub Division Gandoh and Thahtri are connected by a single road which passes to Bhaderwah through Pul Doda. The average distance from Gandoh to Bhaderwah is 144 Kms, Sub Div Gandoh to Doda is 101.50 Kms.
The recent decision of the Government for attaching Sub Division Gandoh with ADC Bhaderwah is unjust and need withdrawal keeping in view the proximity of Bhalessa with District Headquarter Doda. There has been a strong resentment among the citizens of Bhalessa against the decision of the government for attaching Bhalessa with ADC Bhaderwah. It is unjust for the people of Bhalessa to visit 99 kilometers to Bhaderwah from Gandoh Bhalessa by crossing the district headquarter Doda that is only 66 kms away from Bhalessa. However Distance from remote villages of Bhalessa Like Khaljugasar, Manoo, Gingota to Bhaderwah is 115 kms. People are on roads for immediate removal of attachment of Sub Division Bhalessa with Additional Deputy Commissioner Bhaderwah.
Instead of conceding Hill District demand pressed by the people of Bhalessa, Basnota, Kahara, Nanhota, Chilly Pingal, the government has attached these areas with Additional District Bhaderwah without consulting the majority of the populace.
Unfortunately, the area has been divided and has not taken care of its geographical proximity or administrative conveniences. Owing to the scatteredness of these areas the composite culture has been deteriorated. The regional chauvinism led its head high due to its political dislocation. The local traditional ethos has been damaged and area has been little progressed & planned. It may be due to poor administrative and political set up.. . . . . . . . The advantage of separate unit may lead to the progress as far as developmental arena is concerned. The local community especially the people of all these areas be taken into confidence while preparing the final document so that the people of the area might get solace of the problems of inadequate development and help to maintain the age old tradition, folk lore and above all cultural and geographical oneness.
At this juncture, the public resentment is seen in these areas against the move and masses are on roads for withdrawal of these areas from ADC Bhaderwah. The fact in that ADC Post for Bhaderwah has been created by the government without consulting the lakhs of population. The ADC post for Bhaderwah has been created under ambiguous facts and need immediate withdrawal to defy any loss in future due to the coming up of mass scale protests at all levels.
